Nest material is doing a different job from floor litter. On the floor you want absorbency and depth. In a nest box you want cushioning at the moment of laying and something that stays put when a hen shuffles. Those are different properties, which is why the best floor bedding is not automatically the best nest material.
The four options
Excelsior / aspen nest pads — the best general answer
Pressed wood wool mats, usually 13 x 13 inches. They cushion well, spring back under a hen instead of compacting flat, and stay exactly where you put them. Aspen has fewer aromatic oils than pine, which matters in an enclosed box right under a hen's face. They compost with the rest of the litter.
Pine shavings — cheapest and perfectly workable
Absorbent and cheap, and most hens are happy in them. Two weaknesses in a nest box specifically: hens scratch them out, so you are topping up constantly, and once compacted they stop cushioning. In a roll-away box they collect at the low end and block the roll.
Washable synthetic turf pads — best running cost
Artificial grass mats you rinse and put back. Nothing organic for mites to live in, nothing to keep buying, good cushioning. The condition is that you actually wash them — a synthetic pad that is not cleaned is worse than fresh shavings, because it holds the soiling rather than being thrown away with it.
Straw — acceptable in a nest box
Straw is a poor floor litter because it is hollow and absorbs badly. In a nest box it is more defensible: it is changed more often, cushions reasonably, and hens like to arrange it. The caution is mold if it gets damp, and it is more hospitable to mites than a pressed pad.
What to avoid
- Hay. Molds faster than straw and is worse in every respect.
- Cedar shavings. Aromatic oils are a respiratory irritant, and an enclosed nest box is the worst place for them.
- Nothing at all. A hen laying onto a bare plastic or metal floor cracks eggs. Metal in particular is cold and hard.
- Deep loose material in a roll-away box. It blocks the roll and turns an expensive box into an ordinary one.

How often to change it
When it is soiled. In a well-run coop with the boxes mounted below the roost, that is every few weeks. If you are changing nest material weekly, hens are almost certainly sleeping in the boxes, which is a mounting-height problem rather than a bedding problem. Box height.
Clean nests, clean eggs, and why you should not wash eggs
CDC's backyard poultry guidance notes that eggshells can become contaminated through droppings or the nest environment, and recommends cleaning and refrigerating eggs after collection and discarding cracked ones. The relevant point for nest material is that a clean nest means less egg cleaning — and washing eggs removes the protective cuticle, so eggs that arrive clean are genuinely better than eggs you had to wash.
