Combo sets exist because a new coop needs both things on the same day and people would rather make one decision than two. That is a legitimate reason to buy one. The cost is that the best feeder and the best waterer are almost never made by the same company, so a set is usually good at one job and adequate at the other.
Where sets genuinely win
Chicks
For a brooder, a matched chick feeder and waterer set is the right purchase and barely a compromise. Both items are cheap, both are outgrown within a few weeks, and the requirements are the same: shallow, low, stable and easy to clean twice a day. Buying these separately gains nothing.
A brand-new coop on a budget
If you are standing up a whole setup at once and money is tight, a set gets both jobs done for less than two good standalone products. Replace whichever half annoys you first — usually the waterer.

The capacity mismatch, in numbers
Extension figures put a hen at roughly 0.25 lb of feed and about 6.4 fl oz of water per day — and water intake roughly doubles in hot weather. As a rule of thumb poultry drink about twice as much water as they eat by weight. So a set with a 5-gallon feeder and a 5-gallon waterer gives you about three weeks of feed and less than a week of water for six hens, and under half that in a heatwave. The two halves need different sizes.
